However, these situations have grown increasingly complex over time. Many states now require the installation of ignition interlock devices (IIDs) to monitor drivers’ behavior behind the wheel.

Connecticut was one of the first states to adopt an IID law back in 2015. Initially, the requirement applied only to drivers with a second or subsequent OUI offense. But since then, the law has expanded to include anyone whose license has been suspended due to an OUI conviction. This means that even if it's your first offense, you might still need to comply with these regulations.

Understanding the Ignition Interlock Device

An ignition interlock device is installed in your vehicle after being convicted of a DUI or OUI offense. Before you can start your car, you must breathe into the IID to check for any traces of alcohol or drugs. If the device detects a blood alcohol concentration (BAC) above a certain threshold (.025 in Connecticut), it prevents the vehicle from starting. Additionally, every so often during your drive, the IID will prompt you to perform a rolling retest to confirm you haven't consumed anything impairing.

Here are some key points regarding IIDs in Connecticut:

  • The device won't allow the engine to start if it registers a BAC of .025 or higher. Drivers under 21 may face stricter limits depending on the circumstances.
  • All personal vehicles you own and regularly use must be equipped with an IID during the specified period.
  • You're required to visit the installation center every 25 to 30 days to recalibrate the device. Missing these appointments could lead to additional penalties such as license suspension.
  • Tampering with the IID, driving without one installed, or attempting unauthorized removal can result in severe consequences, including extended suspensions.
  • Failure to complete rolling retests or showing elevated BAC levels (.05+) triggers notifications to the Department of Motor Vehicles (DMV).
  • While the installation itself isn't costly, there are fees associated with reinstating your license ($175) and managing the IID program ($100).

Restoring Your License Post-Suspension

Contrary to popular belief, merely being arrested for DUI/OUI doesn't automatically exempt you from needing an IID. Even if charges don't result in a conviction, certain thresholds like .08% for adults aged 21+ and .02% for younger individuals qualify for IID requirements.

To regain full driving privileges, you'll first need to apply for a Special Operator's Permit. This application should occur prior to the end of your license suspension, which typically starts 30 days post-arrest and lasts 45 days. Once approved, you can begin operating your vehicle again—but only after installing the IID.

How long you'll need to keep the IID depends on several factors:

  • Drivers under 21 face progressively longer periods based on repeat offenses: one year for the first offense, two years for the second, and three years for subsequent violations.
  • For those aged 21+, the rules differ slightly:
    • First Offense: A 45-day suspension followed by at least twelve months of IID usage with limited travel restrictions.
    • Second Offense: Another 45-day suspension coupled with three years of IID monitoring, with specific limitations placed on early-stage travel.
    • Third Offense: Permanent license revocation. Still, you retain the right to appeal this outcome after three years.
  • Refusal to take an OUI test also triggers IID installation obligations, regardless of whether formal charges follow.
  • Individuals convicted of vehicular assault or manslaughter also fall under this category.

Importantly, the IID term begins counting down from the moment your license restoration occurs—not immediately upon installation. Should another suspension arise mid-term, the clock resets according to the most recent infraction.
