According to recent reports, the Dongfeng Renault project is expected to be officially approved soon. There are several key factors driving this development. First, French President Jacques Chirac is set to visit China next month, during which he will unveil the French Culture Year. This visit presents a significant opportunity for China and France to elevate their comprehensive strategic partnership. As part of this effort, the Dongfeng Renault project is likely to be signed in Beijing, marking a major milestone in Sino-French collaboration.
Secondly, Renault has announced its strategic plan to start production of the Dongfeng Renault model by the end of 2006. Given the construction timeline, the plant must begin operations before April next year, meaning that project approval and site selection must be finalized soon.
Thirdly, there has been hesitation in deciding the location of the project, with multiple provinces showing interest. Local governments are eager for a quick resolution. Previously, there were rumors that Shenzhen would host the project, which caused some dissatisfaction in Guangzhou, as it also had strong interest. However, Renault remained silent on the matter.
Inside Dongfeng, the situation remains unclear. A source within the company stated, “The marriage certificate hasn’t been completed yet. We can’t talk about whether the child should go to the parents’ house or the husband’s family.†This suggests that the final decision is still pending.
From a national perspective, the State Council has emphasized that resolving Renault’s legacy in Hubei is a precondition for approving the project. This has led to speculation that Wuhan and Xiaogan, where Sanjiang Renault is based, could be potential locations.
On the other hand, Renault appears to favor Huadu in Guangzhou, which already hosts Dongfeng Nissan. The company believes that placing the project in Huadu would allow for greater synergy with Nissan and reduce initial costs. However, the National Development and Reform Commission (NDRC) is more cautious, considering regional development strategies. Premier Wen Jiabao has stressed the importance of promoting the rise of Central China, and the NDRC is likely to support projects that align with this goal.
Wuhan sees the Renault project as a critical opportunity for growth. With a history of supporting Dongfeng Motor, the city hopes the project will help address employment issues and stabilize its workforce. Wuhan is also preparing special policies to support job creation related to the project.
In terms of automotive industry clusters, Guangzhou has a stronger presence, with major Japanese automakers like Honda, Toyota, and Nissan already established there. However, Wuhan has its own advantages, including lower electricity costs, abundant power resources, and a strong educational base. Additionally, the city is strategically located, with access to major markets across China.
Despite these strengths, Wuhan still faces challenges in building a robust auto supply chain. However, there are existing Renault-Nissan alliance partners nearby, such as Shiyan, Xiangfan, and Xiaogan, which could provide valuable support.
Ultimately, the decision will depend on a balance between economic strategy, regional development, and industrial synergy. While Guangzhou may have an edge in terms of current infrastructure, Wuhan's long-term potential and alignment with national policies make it a compelling choice. The outcome of this decision will shape the future of the Chinese auto industry and the broader Sino-French economic relationship.
