According to recent reports, the Dongfeng Renault project is expected to be officially approved soon. There are several key reasons behind this development. First, French President Jacques Chirac is set to visit China next month, marking the launch of the French Culture Year. This visit presents an opportunity for China and France to elevate their comprehensive strategic partnership. As a result, the Dongfeng Renault project is likely to be announced in Beijing during this high-profile event.
Secondly, Renault has outlined a clear timeline for the project, aiming to start production by the end of 2006. Given that construction must begin by April next year, the approval process and site selection are now critical steps that need to be completed soon.
Third, there has been some hesitation from Renault regarding the site selection, which has drawn attention from leaders across four provinces. Local governments are eager to finalize the decision quickly. Earlier discussions suggested Shenzhen as a potential location, but this caused some dissatisfaction in Guangzhou, which also showed interest. Renault has remained silent on the matter.
A source close to Dongfeng stated, “The marriage certificate hasn’t been signed yet, so we can’t talk about where the child will live.†Meanwhile, according to insiders, the State Council’s stance is that the project must first resolve Renault’s legacy issues in Hubei. Wuhan and Xiaogan, home to Sanjiang Renault, have emerged as possible locations.
From a corporate strategy perspective, Renault is leaning toward Huadu in Guangzhou, which already hosts Dongfeng Nissan. The shared platform strategy between Renault and Nissan is a major factor, as it allows for cost savings and greater synergy. However, the National Development and Reform Commission (NDRC) is more cautious, considering regional development strategies. Premier Wen Jiabao emphasized the importance of boosting Central China, and the NDRC is taking this into account when evaluating new projects.
Wuhan sees the Renault project as a crucial opportunity to boost its economy and address workforce challenges. The city is preparing preferential policies to support employment. While Guangzhou has a stronger automotive industry cluster, Wuhan still holds significant potential due to its central location, lower electricity costs, and access to skilled labor.
Despite Guangzhou’s current advantage, Wuhan is working to build a strong industrial base, supported by existing Renault-Nissan partners like Sanjiang and Tianfan. A local official noted that while Guangdong may have better public relations, Wuhan is determined to establish a French car industrial chain. With the right support, Wuhan could become a key player in China’s auto sector.
As the project moves forward, the final decision will likely balance corporate interests with national development goals. The outcome will shape not only the future of Dongfeng Renault but also the broader automotive landscape in China.
