"Eleventh Five-Year" China's auto industry will maintain the momentum of rapid development

China's automobile industry experienced remarkable growth during the "10th Five-Year Plan" period, marking the fastest development phase in over 50 years of its history. As the country moved into the "11th Five-Year Plan" era, the sector continued to expand, with increasing demand and production levels. The industry focused on structural adjustment, technological innovation, environmental protection, standardization, and export expansion, achieving significant progress in these areas.
According to forecasts by the National Development and Reform Commission, China’s domestic car market was expected to reach 8 to 9 million units in 2010, with total output around 10 million vehicles (including 1 million exported). Vehicle ownership was projected to hit 55 million, with a production level of 40 vehicles per thousand people. The industry’s contribution to GDP was expected to rise to 2.5%.
During the "11th Five-Year Plan," restructuring and upgrading became central to the auto industry’s development. Efforts were made to optimize both the industrial organization and product structure, aiming to create a balanced and efficient industry landscape. Large enterprises were encouraged to dominate, while medium and small companies would coexist and develop collaboratively. A new generation of globally competitive firms emerged, leading to higher market concentration and better coordination among Chinese, foreign, and joint-venture companies.
The Ministry of Science and Technology emphasized the urgent need to develop energy-efficient, environmentally friendly vehicles with independent intellectual property rights. Key technologies in hybrid, fuel cell, and electric vehicles were prioritized for research and development. This aimed to enhance the global competitiveness of Chinese automotive products and support the establishment of comprehensive testing platforms and standard systems.
Environmental protection agencies highlighted the growing impact of private vehicle ownership on society and the environment. To address this, stricter emission standards were implemented, and support for clean vehicles increased. A more rigorous annual inspection system for motor vehicles was introduced to ensure compliance and reduce pollution.
The National Standards Committee noted that safety, environmental protection, and energy efficiency were critical for the sustainable development of the automotive industry. During the "11th Five-Year Plan," efforts were made to improve safety standards, including active and passive safety measures, transport system regulations, and technical requirements for heavy vehicles and hazardous material transportation.
The Ministry of Commerce stressed the huge potential of China’s automotive exports. Policies were strengthened to support export growth, including credit insurance, brand promotion, and assistance in overcoming technical barriers. Efforts were also made to regulate the export market through intermediary organizations and government oversight, ensuring fair competition and long-term healthy development of the sector.
