The Chongqing Productivity Promotion Center is the largest comprehensive science and technology intermediary service organization in Chongqing. It is a national productivity demonstration center, a national technology transfer demonstration agency, and a Chongqing small and medium-sized enterprise technology innovation service center and a small and medium-sized enterprise entrepreneurship service key agency. It also implements the national torch plan. The advanced service agencies and the Municipal SME Bureau have just identified the SME public service demonstration platform. In recent years, with the strong support of the Ministry of Industry and Information Technology and the Ministry of Science and Technology, under the care and guidance of the Chongqing Municipal SME Bureau and the Chongqing Science and Technology Commission, we have integrated scientific and technological resources, built innovative platforms, and served small and medium-sized enterprises, achieving remarkable results. The current work is summarized and reported as follows:

First, take the lead in building a platform for sharing large scientific instruments and scientific and technological literature resources to form a complete service system

The construction of a platform for sharing scientific and technological resources is an important measure for the city to promote technological innovation, adjust the structure, and change the mode of development of SMEs. It is an important part of the city’s implementation of research and development, resource sharing, and achievement transformation. In recent years, based on the principle of “overall planning, step-by-step implementation, gathering resources, creating environment, and strengthening services”, we have taken the lead in establishing a large-scale scientific instrument resource sharing service platform in China. In November last year, we opened a platform for sharing scientific and technological literature resources. Through the integration of resources and innovative elements, it has achieved great openness, sharing, and full-service. Its organizational systems, policies and regulations, physical resources, funding guarantees, service systems, and other aspects have all taken the lead in the country, effectively boosting regional SMEs. Growth and competitiveness.

The large-scale scientific instrument resource sharing platform achieves a “13 1” structure by using “substitution for awards and subsidy” and “recruitment after subsidies” to achieve 1,631 units (sets) of more than RMB 200,000 for network access equipment and a value of RMB 1.25 billion. That is, a resource center consisting of 13 universities, institutes, companies, and public test institutes and a service center based on a productivity center. The instrument utilization rate has increased from 25% to 50%-60%, higher than the national average of 45%. Level. It has played an important role in the detection of milk melamine; after Lear Automotive Interiors, Kailin Pharmaceutical and other companies used the platform, the R&D cost was reduced by 2/3. Up to now, large-scale scientific instruments have cumulatively served tens of thousands of enterprises, tested 4 million samples, and supported more than 25,000 scientific research projects.

The Sci-Tech Literature Resource Sharing Platform integrates collection resources and digital literature of six major units, including the major universities of China University of Science and Technology, China University of Medicine, National Institute of Standards and Technology, Xixin Corporation, and two-car centers. It covers more than 140 databases and has a total volume of 260 million documents. 80% of the city's existing Chinese and foreign literature provides SMEs and various scientific research institutes in the city with services such as unified search, original text transmission, fixed-item service, substitute inspection and inspection, technology search, and inter-library reading. Since the opening of the year, a total of 4,617 articles have been delivered in the original text, more than 300 articles have been searched for by science and technology, and more than 3,000 articles (persons) have been consulted.

II. Establishing an industrial design and animation common technical service platform to provide technical support for emerging industries

We will vigorously build a common technical service platform for small and medium-sized enterprises and provide technical support for emerging industries such as industrial design, animation and software outsourcing. First, the Jiangbei District Science and Technology Commission established a technical support platform in the Wulidian Industrial Design Industrial Park - Wulidian Industrial Design Development Co., Ltd., purchased a CNC engraving machine, coordinate measuring instrument, sandblasting machine, vacuum injection molding machine and low pressure Special equipment such as perfusion machines, the introduction of Hong Kong's advanced industrial design concepts, service processes and technical processes, for the Hong Kong Ruifeng advanced manufacturing, Shenzhen unlimited space industrial design, Beijing dream boat culture dissemination, Chongqing Jingtian shallow geothermal development and other enterprises Provide professional services. Wulidian Industrial Design Industrial Park is the first recognized creative industry base in Chongqing and is also the National Intellectual Property Protection Bureau’s “National Work Design Intellectual Property Pilot Park”. Purchased high-definition equipment such as digital high-definition professional video recording technology, high-definition late-stage special editing machines, digital high-definition storage retrieval machines, and supported a number of film and television production enterprises such as extraordinary film and television, and large-scale film and television. "Dream", "Crazy Hotel", "Battlefield Yellow" and other anime film and television works provided technical support for the production of high-definition two-dimensional animation "Confucius", high-definition three cartoon "Hip Travels." In September of this year, at the Western Chongqing Animation Festival, an anime series selected by the U.S.-based animation company supported by the platform won the award.

Third, carry out cooperation between Hong Kong and Hong Kong and technology transfer to promote the upgrading of SMEs

With the concern and support of the Ministry of Science and Technology and the municipal government, in November 2004, we and the Hong Kong Productivity Council jointly established the Hong Kong Productivity Promotion Center, the only Hong Kong-based productivity promotion agency jointly established with Hong Kong. Actively carry out cooperation between Hong Kong and Hong Kong science and technology, and vigorously introduce Hong Kong's management, technology, personnel and funds to help promote the transformation of SMEs in Chongqing and Chongqing enterprises to expand overseas markets. The first is to carry out industrial development and cooperation. Since 2007, the six major R&D institutions of Chongqing, companies, institutions, universities and Hong Kong automotive parts, nano-materials and materials, Chinese medicine, textiles and garments, logistics and supply chain, and information and communication have conducted 18 exchange and matchmaking activities. This has led to the collaborative development of a number of projects. For example, the Hong Kong Auto Parts R&D Center provides RMB 3 million to cooperate with Lifan Group to develop the auto body control module system; it cooperates with Changan Automobile to develop air-pressure disc brakes and vehicle-mounted GPS systems for vehicles; and jointly develops a wireless wireless tire pressure detection system with Jiulong Rubber; Hong Kong Jockey Club Institute of Chinese Materia Medica and Chongqing Institute of Chinese Medicine jointly developed new puerarin phospholipid capsules and other drug development. Such as introducing the ISO/TS16949 quality system for the Chongqing automobile and motorcycle industry; providing planning and design for Wulidian Industrial Design Industrial Park; and conducting in-house training for a large number of small and medium-sized enterprises such as Hutchison Optel and Boao Magnesium; Cyberport, Chongqing, Hong Kong, Hong Kong, and other animation companies like the United States to enjoy the knot "Jin Lan" to promote the development of Hong Kong animation industry mutual assistance. The third is to expand and transplant the successful model of cooperation between Hong Kong and Hong Kong. We have transplanted the cooperation model of Ganzhou and Hong Kong that has been accumulated over the past years with Wanzhou, Minjiang, Fuling and Shuangqiao counties and counties, and established a Danang-Hong Kong cooperation and technology transfer demonstration base. At the symposium on productivity assistance in Xinjiang held in September this year, we signed a cooperation agreement with the Xinjiang Enterprise Resource Management Productivity Promotion Center and decided to establish a new strategic alliance for cooperation between Hong Kong and Hong Kong. We have also established "51" technology property rights trading platforms in Shanghai, Fujian, Hubei, Guangdong and Hong Kong.

4. Build bridges between enterprises, institutions and the government, and promote the innovation of science and technology and the transformation of results

Through the Science and Technology Project Management Service Center, a large number of government functions have been extended. Established a leading project management service system in the western region and even in the whole country, and achieved paperless and networked reporting, acceptance, review, and public inquiries; conducted “double high” certification and review; launched innovation funds, the Torch Program, and innovative companies. Projects and declarations; assume scientific and technical statistics and analysis work in the city; undertake science and technology training and construction of science popularization bases; carry out the organization and implementation of rural science and technology commissioners and experts’ compound courtyards. Our contracted extension of government functions has built a bridge of communication between enterprises, institutions, and scientific and technical personnel and the government, making government affairs more open and improving their effectiveness. The municipal party committee and municipal federation of trade unions granted the center-level “Youth Civilization”, and the Municipal Bureau of Small and Medium-sized Enterprises and the Municipal Science and Technology Commission praised us for “being in concert with one another, acting in unison, and taking major actions to help them, making them work and keeping them useful”.

To play a role in the vital force of the Productivity Promotion Center and the role of the government as a bridge, we took the lead in establishing the municipal officials, production, schools, and universities, including the Coalition of Productivity Promotion Centers, the League of Cartoon and Animation Colleges, the Industrial Design Alliance, the Science and Technology Promotion Standards Alliance, and the SME Finance Promotion Association. Researching the alliance has greatly promoted the technological innovation, transformation and upgrading of enterprises and the transformation of achievements.

Although our work has achieved certain results, there is still a considerable gap compared with the demands of leaders and counterparts in the provinces and cities. We will conscientiously implement the spirit of the national symposium on the construction of small and medium-sized enterprises' service system. According to the requirements of the Ministry of Industry and Information Technology [2010] No. 240, “Temporary Measures for the Management of Small and Medium-sized Enterprises Public Service Demonstration Platform”, we shall work hard and make progress.
