The "Opinions" made it clear that Gansu Province will implement four measures in accordance with national requirements and in conjunction with the actual situation in the province to handle the relationship between development and environmental protection: First, introduce advanced technology, promote high-tech development, and integrate and upgrade traditional industries. . Second, we will promote the development of key river basin regions and the planning and environmental assessment of petrochemical chemicals, non-ferrous metallurgy, building materials, energy, transportation, and resource development, and promote the coordinated development of the economy and the environment. Third, supervision of the whole process of the construction project is carried out and the environmental supervision system of the construction project is fully implemented. Fourth, the environmental impact assessment documents without permission, such as unauthorized construction, construction without the protection of the unauthorized acceptance of the production and other illegal activities, according to the law to administer the responsibility of the management department, related companies and personnel.

The "Opinions" also put forward three requirements for promoting the construction of the pilot province of circular economy in Gansu Province:

The first is to give priority to supporting the circular economy of petrochemical, non-ferrous metals, building materials, and iron and steel industries listed in the “Overall Plan for the Recycling Economy of Gansu Province” to promote the concentration of enterprises to industrial parks, to achieve agglomeration, centralized pollution control, intensive development, and to increase energy and resources. Strengthen the environmental management and clean production audit of heavy metal-related companies, establish a characteristic pollutant monitoring system, gradually install online monitoring devices for heavy metal pollutants and network with environmental protection agencies. Strengthen the environmental management of drinking water sources and strengthen the water quality monitoring of drinking water sources. Do a good job in urban air pollution prevention and control, promote clean energy, and strengthen vehicle pollution prevention and control. Promote the prevention and control of industrial solid waste pollution and strengthen the environmental supervision of hazardous wastes and dangerous chemicals.

Second, promote rural environmental protection. We will expand the scope of contiguous remediation of the rural environment, promote the agricultural recycling economy, develop ecological agriculture and organic agriculture, and implement cleaner agricultural production.

Third, strengthen nuclear and radiation environmental supervision. Strengthen the control of radioactive sources and ray devices, strictly enforce the management of radiation safety licenses, and strengthen the examination and approval filing system for the transfer and transfer of radioactive sources. We will strengthen the daily supervision and inspection of nuclear technology application units and electromagnetic radiation projects, and intensify on-site law enforcement. We will improve the nuclear and radiation accident emergency response plans and improve the emergency response mechanism for nuclear and radiation accidents.

Finally, effective prevention of environmental risks. Improve the province's environmental emergency management system, build provincial and municipal environmental emergency command centers and emergency command platforms, establish environmental emergency rescue teams and emergency response teams, and improve the province's emergency environmental emergency plan system. To establish inter-provincial, inter-city, and inter-departmental environmental emergency response linkage mechanisms in key watersheds, and gradually establish and improve the emergency linkage and cooperation mechanism between environmental protection agencies and transportation, public security fire control, and safety supervision agencies.

The "Opinions" also emphasizes that we must constantly improve environmental protection laws and policies, explore emissions trading, implement target performance management, strict accountability systems, implement annual assessments and term assessments, and year-end assessments implement the 'one-vote veto' system.
