The National Grain Administration recently announced the "12th Five-Year Plan for the Construction of Grain Circulation Infrastructure." It plans to invest a total of 11.8 billion yuan during the 12th Five-Year Plan period to build a grain modern logistics project (excluding land costs).

The plan pointed out that the construction of the “North Grain and Nanmun” Passage will have a total investment of 6.8 billion yuan, including investment of 4.4 billion yuan in the construction of 80 large grain loading points outside the customs, investment of 2.4 billion yuan in the construction of 60 large-scale grain unloading sites in the customs, etc.; The investment in construction of a logistics node project is 4 billion yuan, including investment of 4 billion yuan to build 50 grain channel main channel node projects such as Huanghuaihai, and investment of 2 billion yuan to build 50 logistics node projects in the western region. In addition, it will invest 1 billion yuan to build a national public information platform for grain logistics.

The plan also stated that during the 12th Five-Year Plan period, it will also invest 17.3 billion yuan in the construction of grain and oil storage and drying facilities, 9 billion yuan will be used for warehouse maintenance and renovation, and 9.8 billion yuan will be used for the scientific storage of grain for farmers. Coupled with grain modern logistics projects, the total estimated investment is 47.9 billion yuan (excluding land costs).

The plan calls for the establishment of a new grain storage capacity of 20 million tons in the major grain-producing areas, western regions, and reserve bases; new drying capacity of 8 million tons, maintenance of drying capacity of 25 million tons; and construction of finished grain emergency low-temperature storage warehouse in 36 large and medium-sized cities 1 million tons and so on.

By 2015, the grain circulation infrastructure will basically meet the requirements of increasing grain production and ensuring supply; the grain storage system will reach the level of modernization; the grassroots grain bank will basically eliminate long-term open-air grain storage and establish a long-term mechanism for maintenance and transformation; the main inter-provincial grain outflow channels will be preliminary. The implementation of bulk grain trains' "entry into the customs" operation, the proportion of bulk grain circulation increased significantly; improve farmers' grain storage conditions and reduce post-production losses.

In order to ensure the implementation of the plan, all localities need to increase the investment in the construction of the necessary infrastructure for grain storage, logistics, and emergency support, and establish a stable and long-term mechanism in accordance with the requirements of the governor responsibility system for food operations. Actively guide the support of multi-channel social capital to invest in the construction of grain circulation infrastructure. In fields where laws and regulations are not banned, actively guide private capital and other social capital to invest in the construction of sole proprietorship, joint venture, cooperation, joint venture, and project financing.

Appropriately tilted the grain circulation infrastructure in the provinces of Xinjiang, Tibet and Qinghai, Sichuan, Gansu, and Yunnan and other centrally defined areas that provide policy support to the provinces.

Establish a long-term mechanism for the maintenance of warehouses at the national and local levels. The central government supports the maintenance and transformation of warehouses, and seeks to extend funding subsidies to all provinces, autonomous regions, and municipalities across the country. At the same time, an annual plan is formulated to increase local financial support.

The plan calls for localities to gradually establish a long-term mechanism for supporting the scientific storage of grain by farmers at the national and local levels, adopting government subsidy and market-based purchase methods to allocate scientific grain storage equipment for farmers.
