The incident was located at Zhangcha Road, Tongzhou, in Jiawu Village. Around 11 am, the reporter saw the crude oil floating on the scene floating in the river ditches 2 meters wide on the west side of Zhang Cai Road. It spreads for about 300 meters and the depth of the oil layer reaches more than 10 centimeters. Small dikes have been built at both ends of the river ditch to prevent the spread of oil. More than ten centimeters of soil in the river ditch waterline was soaked in black by oil. The site can smell a strong pungent taste.

Yesterday morning, more than 20 Hebei-licensed engineering vehicles were repaired at the scene. Oil absorption blankets have been laid on both sides of the ditch. The diameter of the oil leakage pipeline is about 80 cm. The soil below the pipeline has been covered with soil. An excavator has used a rope to suspend the pipeline rupture and several staff members are performing maintenance work. A cordon has been pulled around the site of the incident and two fire engines are on standby within the alert range. A total of six tank trucks on site picked crude oil from the river ditch, and another large truck loaded more than 40 barrels of oil on the roadside.

Around 6:00 a.m. yesterday morning, Tongzhou District Emergency Office, Water Affairs Bureau, Environmental Protection Bureau and other departments sent people to the scene. The housekeeping volunteer fire brigade also arrived at the scene and evacuated after the arrival of professional firefighters.

According to the staff of the Tongzhou District Water Affairs Bureau, the Water Affairs Bureau has collected water samples from the site and nearby Jiawu Village for testing to confirm the residents' drinking water safety. Routine testing will continue for 6 days. According to the person in charge of the Department of Propaganda of Yujia Township, “Strict inspections have been carried out on the water source of the household waterworks to ensure the safety of residents' water use.” As a result of the excavation of the oil pipeline, the nearby water supply pipe was cut, resulting in the village from 9 am. Since the beginning of the water cut, nearly a thousand villagers have been affected by water. As of 3:00 pm yesterday, the water supply to villagers in Jiawu Village had been restored, but it was still cloudy.

The director of the publicity department of the Qinhuangdao branch of the oil pipeline company said that the emergency plan had been initiated for the first time. “China National Petroleum will clean up any residual oil, and the contaminated soil will be backfilled by professionals after it has been burned. It will be qualified after acceptance by the local government.” .

The oil pipeline is in disrepair

It is understood that the broken oil pipeline is the Qin Jing pipeline, which mainly supplies Yanshan Petrochemical. Manager Zhang of Qinhuangdao branch of the oil pipeline company said that the rupture of the pipeline was mainly caused by disrepair. Manager Zhang told the reporter: “The scale of the oil spill is not large, and within the scope of control, it will not affect the nearby farmland.”

To about 5 o'clock yesterday afternoon, the oil spill pipeline has been repaired. Field staff said the treatment of contaminated soil will continue for two to three days. The Tongzhou Water Authority will continue to monitor the quality of water used by residents.
